Job Summary

The Regional Director, Quality, Patient Safety, and Risk Management, leads the Quality, Patient Safety and Risk Management department within a large, complex, and diverse regional health care organization, delivering services across the full continuum of care across multiple sites. The Regional Director, as part of the Eastern Health Senior Management Team, is accountable for providing leadership, vision, and direction to the department which has responsibility for developing, deploying, coordinating, and monitoring organization wide strategies, structures, and processes for continuous quality improvement, clinical safety, accreditation, client concerns management, feedback, and responding to external provincial accountability bodies.

The Regional Director provides strategic direction regarding the department's mandate and focus which have regional and provincial impact and leads strategic directions related to the safety of clients, patients and residents. The Regional Director's position encompasses responsibilities for designing, implementing and coordinating the management and evaluation of standardized systems and programs for Quality Improvement, Patient Safety and Risk Management for Eastern Health at all sites, programs and departments throughout the region. The Director oversees workforce planning, recruitment, supervision and performance of staff at a senior level and fosters an atmosphere that promotes physical and psychological health and safety, and ensures compliance with evidence-based best practice, clinical guidelines, Accreditation Canada and other relevant standards. The Director also manages operating and capital budgets; develops and implements new initiatives, program proposals and business cases to address gaps in services and capitalize on opportunities; and collaborates with stakeholders on planning, programming, incident reviews, workplace safety, communications and new initiatives. The Director oversees and ensures resolution of issues, intervening in highly complex and sensitive situations which require tact and skill including conflict resolution and change management, collaborates with organizational leaders, physicians, staff and external agencies to advance the mandate.

Job Qualifications:

Education:
Graduation with an undergraduate degree in Nursing or related health discipline, supplemented by a Master's Degree in Health Administration or related program is required.
A PhD would be an asset.

Experience:
Minimum of five years' experience within the last seven years working in progressive leadership/management position(s) is required.
Experience managing projects of a complex nature and scope is required.
Previous experience working with Boards and external agencies.
Demonstrated understanding of research concepts and techniques, coupled with a sound working knowledge of epidemiology and data interpretation.

Competencies (Knowledge, Skills & Abilities):
Ability to develop and test new delivery processes and procedures to improve the level and quality of service.
Knowledge of quality improvement and risk management models and health care accreditation criteria, in adhering to health service delivery models.
Ability to manage change through leading, motivating and empowering staff in the administration of Eastern Health's programs and services; demonstrating commitment to Eastern Health's philosophy of management, principles, and values; and developing and maintaining a comprehensive human resource strategy.
High-level oral, written, and presentation skills for the purpose of facilitating decision making through clear and well-structured reports, presentations, briefs, submissions, and strategic documents.
Demonstrated conceptual and analytical skills, as well as creative and visionary thinking.
Ability to research, analyze, and interpret information from a variety of sources and subject areas.
Ability to exercise discretion and good judgment in contacts with senior leadership and stakeholders, and in reviewing sensitive information.
Knowledge of performance management and techniques for monitoring and reporting performance.
Awareness of privacy and confidentiality policies and guidelines as they relate to the collection, maintenance of, and handling of personal information,
Commitment to providing quality service in the provision of health care.
Demonstrated high degree of initiative, problem-solving, decision-making capabilities, team building, and group management skills.
Knowledge of Quality Initiative methods and tools such as Patient Safety Analysis, Process Improvement Models, etc.
Proficient in the use of electronic mail and PowerPoint.

Other Requirements:
Current registration/licensure in the relevant professional association is required.
A satisfactory record of work performance and attendance is required.
