Catherine Gaulton - Chief Executive, HIROC (Healthcare Insurance Reciprocal of Canada)
Catherine joined HIROC in early 2017, bringing with her a unique lens on Canada’s healthcare system. As a life-long learner, she is passionate about healthcare safety and listening to the voices of those across the system. Since being at HIROC, she has spearheaded a number of key partnerships, ensuring HIROC lives its vision – partnering to create the safest healthcare system.
Catherine is a former Registered Nurse and a practicing lawyer in Ontario and Nova Scotia. She also previously practiced law in British Columbia. Catherine is also a seasoned healthcare and insurance executive.
Before joining HIROC in 2017, Catherine served as Vice President of Quality and System Performance and Chief Legal Officer for the Nova Scotia Health Authority (NSHA). In that role Catherine led the quality, patient safety, accreditation, infection prevention and control, clinical risk, legal, privacy, strategic planning, policy, decision support, enterprise risk management, and emergency preparedness programs for NSHA. Catherine was a member of Nova Scotia’s health transition team which led the work to amalgamate 10 health authorities into the two health authority model for that province.
Catherine has extensive experience in many healthcare insurance environments including as Executive Director for the healthcare liability self-insurance program in B.C. (Healthcare Protection Program, B.C. Healthcare Risk Management Society). She also served as General Counsel for the Worker’s Compensation Board of Nova Scotia, as a board member and Chair of the Board of Nova Scotia Healthcare Organizations Protective Association, as the NSHA lead for risk management, and now as CEO and Attorney-in-Fact for HIROC and HIROC Management Limited (HML).
In her various role, Catherine is well-versed in healthcare liability, patient safety, governance and risk. Catherine is a former Chair of the Board of the Canadian Patient Safety Institute and a former member of the Board of the Canadian Institute for Health Information. She is currently a member of the boards of the Inner City Health Associates, Hospital Insurance Forum and Hamilton Health Sciences Centre.

John holds an MBA in Health Services Management from the DeGroote School of Business at McMaster University and undergraduate degrees in arts and sciences from Dalhousie University.

Milos R. Popovic is an Elected Fellow of the Canadian Academy of Engineering, the American Institute for Medical and Biological Engineering, the Institute of Electrical and Electronics Engineers, the Canadian Academy of Health Sciences, and the Engineering Institute of Canada.
Dr. Popovic is the co-founder of MyndTec, NovaKonexus, the Canadian Spinal Cord Injury Rehabilitation Association, the Centre for Advancing Neurotechnological Innovation to Application (CRANIA) at the University Health Network and the University of Toronto, and the CRANIA Neuromodulation Institute at the University of Toronto. He is also the founder of the Fabric-Based Research (FIBRE) Platform and the Rehabilitation Engineering Laboratory, both located at the KITE Research Institute.
