This interactive event will be moderated by Saurabh Popat, a member of the CCHL GTA executive – with panelists Helen Angus, CEO of AMS Healthcare, Dr. Mohamed Alarakhia, CEO of Amplify Care and Roxana Sultan, Chief Partnership Officer, Vector Institute. We will allow plenty of time for an audience Q&A with the speakers. Whether you’re an aspiring leader, a seasoned professional, or simply curious about the panelists’ paths, this conversation will provide practical advice and inspiration.

Helen Angus, CEO of AMS Healthcare, is currently the CEO of AMS Healthcare, a Distinguished Fellow at the Munk School of Global Affairs and Public Policy and a Fellow at the C.D. Howe Institute. Helen is a member of the Board of Unity Health and MaRS Discovery District. Helen is also Chair of the Board of the Institute for Clinical Evaluative Sciences.
Helen had a 30-year progressive career in the public sector including 20 years working in the Government of Ontario, ten years working in government agencies as well as four years in management consulting. From June 2018 to September 2021 Helen served as Ontario’s Deputy Minister of Health and led the health response to the Covid-19 pandemic as well as an ambitious health sector modernization agenda. During her time with the Ontario Government, Helen also served as the Deputy Minister of Treasury Board; Citizenship, Immigration and international Trade, Seniors Affairs and Women’s Issues.
Dr. Mohamed Alarakhia, CEO of Amplify Care is the founder and CEO of Amplify Care, where he uses his experience as a family physician to champion digital health and AI solutions that enable efficient clinical workflows and enhance care delivery across Canada. His leadership drives innovation, shaping effective tools that are transforming our healthcare system.
Roxana Sultan, Chief Partnership Officer, Vector Institute, serves as the Vector Institute’s Chief Partnerships Officer, Broader Public Sector (BPS). She is responsible for the establishment, growth, and maintenance of high-impact partnerships within Canada’s BPS, enabling the Vector Institute to meet its mandate of driving excellence and leadership in Canada’s knowledge, creation, and use of AI to foster economic growth and improve the lives of Canadians.
Roxana has previously held the positions of Chief Data Officer and Vice President, Health at Vector, bringing over 20 years of health sector leadership to these roles. Roxana has led transformative initiatives across leading Canadian institutions, including the University Health Network, the Canadian Institutes of Health Research, Cancer Care Ontario (now Ontario Health), and the Hospital for Sick Children.
Roxana holds a Master of Health Science from the Institute of Health Policy, Management and Evaluation at the University of Toronto, where she also completed undergraduate and graduate studies in Molecular and Medical Genetics. Additionally, Roxana holds an Adjunct Professor appointment with the University of Toronto in the Dalla Lana School of Public Health, where she teaches at the graduate level on the topics of intelligent medicine and machine learning
Moderator – Saurabh Popat, CCHL GTA Chapter Executive and Director, Business Development, Ontario & Atlantic Canada at Telus Health is a diversified tri-sector health care leader with over twenty-eight years of experience across the private, public and not-for-profit health care sectors. Since 2022, he has lead in his role as Director of Business Development, Public Sector (Ontario and Atlantic Canada) for TELUS Health, focused on collaborative partnerships, stakeholder relations and advancing connected care solutions including remote patient monitoring, primary care data interoperability, digital front door solutions and digital health innovations at scale.
Saurabh is currently serving in his second term as the Board Chair of The Empire Club of Canada and is an active member of the MHA Program Advisory Committee at The Telfer School of Management at the University of Ottawa where he recently launched the Popat Family Scholarship to support MHA students. He also serves as an Executive Member on the CCHL GTA Chapter, the Health Board at Technation and is an active member of Digital Health Canada. He previously served in progressive leadership roles in the medtech sector with Abbott Diabetes Care and Baxter Canada, in the pharmaceutical sector with GlaxoSmithKline and Eli Lilly Canada, and with the Ontario Government, having served two Ontario Ministers of Health which included leading various health system transformation portfolios. Saurabh lives in Toronto with his family and is a proud Atlantic Canadian, originally from New Brunswick.
