This webinar discusses how policy instruments operate in select regions of the United Kingdom and Canada and influence the entry and practice rights for healthcare professionals, including internationally educated healthcare practitioners, in these countries. Drawing on a comparative analysis of four jurisdictions, the session explores how different mixes of policy instruments influence regulatory outcomes and why internationally educated professionals often bear a disproportionate share of the regulatory burden. Participants will gain practical insights into designing more responsive, predictable, and equitable regulatory approaches that support both public protection and sustainable workforce integration.

Dr. Geetanjali Sharma, PhD, is a legal and public policy scholar specializing in health workforce governance, professional regulation, and evidence-informed policy. She currently holds research appointments at Athabasca University and the University of Alberta, where she works on federal projects examining licensure reforms for internationally educated nurses, regulatory performance frameworks, and compassionate regulation in Canada. Dr. Sharma holds a PhD in Public Policy from Victoria University of Wellington, New Zealand, an LL.M. from the University of Cambridge.

Ivy Bourgeault , PhD, is a Professor in the School of Sociological and Anthropological Studies at the University of Ottawa. She leads the Canadian Health Workforce Network, the Empowering Women Leaders in Health initiative and co-leads the Team Primary Care: Training for Transformation project. She is an internationally recognized expert on the professions, including academia and the health workforce, where she applies an intersectional gender perspective.
