This session features nationally renowned healthcare leaders Steven Lewis and Janet Davidson who will discuss how, for one brief moment, Quebec seemed hell-bent on achieving the unthinkable: rewrite the rules of engagement with organized medicine. It legislated away long-standing conventions, entitlements, and processes. Its new law essentially declared that the government will organize and manage access to primary care, and held physicians accountable for providing a primary care home to every Quebecker.

Within weeks the government backtracked, how far, ultimately, remains unclear. What can we learn from this episode? Is the government playing checkers, chess, or poker? Will it prove to be a step in the direction of moving to a system where we hold players accountable for results, or a big swing and a big miss?

This webinar is a candid conversation about why it was done (and why in Quebec), whether it was justified, and whether it will succeed.

Steven Lewis

Steven Lewis has spent 50 years studying and experiencing the politics of health policy. He has been involved in too many efforts to make major change than he can count. Had they never been undertaken, there is no evidence that the system would look any different than it does now. He thinks he has a pretty good handle on why things that should change don't, but he may, like many in the health field, overestimate his astuteness.


Janet M. Davidson
, O.C., BScN, MHSA, LLD (Hon)
Health Care Consultant

Janet Davidson works in health care consulting with a focus on strategy, organization management and design, and governance. She was recently elected as Board Chair of the Waterloo Regional Health Network. Prior to that she served as Administrator of the Nova Scotia Health Authority and prior to that, as Deputy Minister of Health for Alberta.  Janet has over 40 years of experience in healthcare in the government, voluntary and hospital/community sectors in a number of Canadian jurisdictions and internationally. Janet currently sits on the boards of  Bayshore Healthcare and Workforce Edge. She recently completed terms on the Boards of SickKids and Health Workforce Canada.  She is past Chair of the Canadian Institute for Health Information and co-chair of the CD Howe’s Health Policy Council.

Janet received a Bachelor of Nursing Science from the University of Windsor and a Master’s in Health Services Administration from the University of Alberta.  She is a graduate of the Institute of Corporate Directors’ Education program at Rotman, the UC Berkeley School of Public Health’s Global Health Leadership program and has an Honorary Doctor of Laws Degree from the University of Windsor.  She is an Officer of the Order of Canada.

Sean Hardiman

Dr. Sean Hardiman has worked in health care for more than 25 years. His career has

included direct care as a paramedic as well as leadership roles with four British

Columbia health authorities, and turns with two multinational pharmaceutical firms. He currently works for Island Health as an

Executive Director in Clinical Services Delivery. Sean is also a health services researcher and holds a PhD in population and public health, alongside a Master of Health Administration, both from the University of British Columbia. He is a Fellow of the American College of Healthcare Executives and the Canadian College of Health Leaders.
