Dr. Philippon is a Professor Emeritus in the School of Public Health at the University of Alberta. He is the Senior Program Advisor for the Fellowship Program in Health System Improvement, a program he developed and served as program director from 2016-2018. He previously held full time faculty appointments in the School of Public Health and School of Business.

Don’s career spans leadership positions in health services, government and the university. He served as Executive Director of the Health Sciences Council and Special Advisor to the Provost at the U of A in from 1997 to 2008. He also served as Special Advisor to the Saskatchewan Academic Health Sciences Network from 2002 to 2014.

In the mid-1990s Don served as the Vice-President of the Referral Hospital System in the Capital Health Authority (Edmonton) where he was responsible for the University, Royal Alexandra and Glenrose Hospitals.

His Government leadership roles from the mid-1980s to mid-nineties included serving as Deputy, Associate and Assistant Deputy Minister of Alberta Health as well as Assistant Deputy Minister of Health in Saskatchewan. He also served as Executive Advisor, Government Relations to assist with the transition of the blood system to the Canadian Blood Services from 1998 – 2001.

Don holds a BA, B. Ed and MA degrees from the University of Saskatchewan (Regina Campus) and a PhD in Educational Administration with a focus on Health sciences education from the University of Alberta. He has both the CHE and Fellowship Designations from the Canadian College of Health Leaders and has a Certificate in Leadership Development through Emotional Intelligence from Case Western Reserve University.

Dr. Philippon’s academic interests include Comparative International Health Systems, Health Leadership and Inter-Professional Health Sciences. He has been actively involved in the development of the LEADS Framework for leadership. Building on his work on comparative Health Systems, Dr. Philippon will focus on the article he co-authored and was recently published in Health Care Management Forum. This article provides a high level comparative analysis of health system performance of the Canadian and Australian health systems. Policy and structural differences are explored to help explain the superior performance of the Australian system on most indicators. The article and presentation conclude with recommendations for the Canadian system.
