Please join us for an evening with two health care leaders as they reflect on their leadership journey.  They will discuss how Equity, Diversity and Inclusion (EDI) impacted their professional lives and how they dealt with any roadblocks to achieve success.  Join us for lively conversation, networking, and great food.

Darcia Pope

Darcia Pope (she/her) leads a dynamic and diverse team, promoting and instilling a need for positive change and an inclusive culture. Darcia also partners with Executive leaders to build an integrated strategy to embed Indigenous Cultural Safety, Equity, Diversity and Inclusion, Anti-racism and Planetary Health as foundational pillars at VCH. As a member of the Senior Executive Team she is the executive lead accountable for the organization-wide alignment of strategic and health systems planning, innovation, transformation, climate action and the critical emergency response planning section. 

Along with a Bachelor of Commerce degree and Master of Health Administration, Darcia has spent more than 37 years working in the health-care system and just celebrated her 20th anniversary with Vancouver Coastal Health.  Her journey in health care has included roles as a Food Services Worker, Patient Care Manager for the Outpatient Department at St. Paul's Hospital and Change Leader for the amalgamation of Providence Health Care. Darcia joined VCH in 2002 where among her roles was Director of Enterprise Services in IT and Executive Director of Transformation. Darcia assumed leadership for Strategic Planning in 2013 and moved into the role of Chief Transformation Officer in 2017.  Darcia’s portfolio has continued to grow and change along with the priorities of VCH and she is currently in the role of Vice President, Strategy, Innovation and Planetary Health.

Darcia is of South Asian, English and Scottish heritage.  She lives on the unceded traditional territories of the Musqueam, Squamish and Tsleil-Waututh Nations along with her husband and two daughters, and she plays on a women’s soccer team.


Arlene Singh

As a Senior Clinical Leader for Provincial Virtual Health at Provincial Health Services Authority (PHSA), Arlene leads health system transformation through virtual care in partnership with clinical programs, patients, and provincial partners to improve healthcare in BC. Presently, Arlene is on maternity leave after giving birth to her first baby in August last year. Since 2020, Arlene has remained at the forefront of virtual care transformation and clinical innovation. She played a key role in supporting the pandemic response through virtual enablement across acute, community, and long term care areas. She helped to roll out the new ImmsBC vaccine management solution at the North and West Vancouver COVID Clinics. Arlene implemented novel approaches to clinical innovation rooted in design thinking as a means to identify new opportunities where virtual health can improve access to care, patient outcomes, and operational efficiencies. Arlene is adept at working with diverse stakeholders to lead the development of new models of care and virtual health strategies. During her time at PHSA, she has been involved in co-leading the procurement of a Provincial Remote Patient Monitoring solution in partnership with the Ministry of Health and Provincial Health Authorities among other initiatives.

Arlene is an accomplished healthcare leader with 11+ years of dynamic leadership in healthcare. With an expansive clinical and educational background in nursing, health leadership, and innovation, she brings an in-depth understanding of system needs and has strengths in building collaborative partnerships across healthcare to achieve outcomes. Her experience working abroad in a newly operational hospital, Cleveland Clinic Abu Dhabi helped deepen her understanding of social, political, and cultural dimensions of healthcare, and strengthened her ability to collaborate in diverse environments.

Arlene holds a Master’s Degree in Health Leadership and Policy from the University of British Columbia, a Bachelor of Science Degree in Nursing from BCIT, and has recently completed certification in Digital Strategies for Business from Columbia Business School. As a first generation Canadian born to immigrant parents, Arlene is the first in her family to pursue graduate studies, and the first female in her family to be represented in a senior leadership role. As a person of colour, she is proud to have a seat at the table to represent a diverse perspective, and influence healthcare in a positive way. Her journey is a powerful example of breaking barriers and following one's passion in healthcare. It showcases the impact of determination, resilience, and a commitment to making a meaningful difference in the future of healthcare. She hopes to inspire future generations of rising leaders
