Guelph General Hospital is a dynamic, high performing, comprehensive acute care hospital providing a full range of services to the 200,000 residents of Guelph and Wellington County. Services include 24-hour emergency coverage, advanced technology and diagnostic support, and specialty programs such as being the Regional provider for general vascular surgery and a designated Provincial Centre of Excellence for Bariatric Surgery. Patients continue to identify Guelph General Hospital as a high performer in the Province.

Position Summary:

As the Vice President of People and Support Services, you will be contributing to fulfilling the Vision, Mission, Values, Strategic Directions, Goals and Objectives of Guelph General Hospital (GGH) and the Guelph and Area Ontario Health Team (G&AOHT). 

Reporting to the President and CEO, the Vice President of People and Support Services (VP P&SS) is a member of the GGH Senior Leadership Team (SLT) and an active participant in the implementation, and monitoring of both the GGH and G&AOHT vision, mission, values and strategic plan. For the GGH ‘Key Accountabilities and Performance Requirements’ described below, the VP P&SS, in partnership with the SLT, is accountable for playing a key leadership role in hospital strategic planning, leadership team planning, decision-making. 

For the G&AOHT, the position is titled the “Human Resources Executive Lead. Key Accountabilities and Performance Requirements are described below. The individual is accountable to the G&AOHT Steering Committee through the GGH President and CEO, for playing a key executive leadership role in the G&AOHT.

The VP P&SS has specific responsibility for ensuring GGH service delivery strategies align with the corporate mission and operating plan priorities. The VP P&SS also provides leadership in the development and implementation of hospital-wide activities and programs that promote a safe patient-centred environment and contribute to high performing leaders and teams. 

The VP P&SS will be a strategic leader who is accountable for ensuring that his/her teams have the tools to evolve services that anticipate and effectively contribute to the achievement of GGH’s, as well as the G&AOHT strategic goals. Operationally, is accountable for continuing to work collaboratively with hospitals and G&AOHT partners to further build and create opportunities for a highly evolved and effective integrated health system. 

The VP P&SS provides overall strategic leadership within the GGH portfolio that includes: Human Resources, Health and Safety, Organizational Development, Facilities, Food Services, Environmental Services, Laboratory Services, Infection Control and Prevention, Volunteers and Ethics. 

The position also provides senior leadership in developing and executing a People Strategy which supports the G&AOHT including: strategic and operational leadership in the planning, development and implementation of activities pertaining to human resources, occupational health and safety, infection control and prevention, leadership development and fostering a common desired culture.

Qualifications, Experience, Skills and Abilities:

  • Undergraduate degree with a post graduate degree.
  • Progressive senior level experience in human resources, leadership and organizational development within complex and unionized organizations.
  • Experience in change transformation within a complex system and integrated service delivery. 
  • Proven leadership ability with a strong commitment to a collaborative and influential leadership approach.
  • Demonstrated success in building partnerships with a wide range of constituents internally and externally 
  • Effective team player with leadership values that reflect a commitment to the development of others and the ability to deliver exceptional outcomes in an inter-professional environment. 
  • Has worked with various constituents, individuals and teams to build consensus and support for change initiatives to achieve corporate, program and system goals.
  • Strong administrative leadership abilities with extensive experience and ability to lead successful change delivering demonstrably high quality services and delivering against challenging performance targets through leadership of others to meet organizational goals.
  • Exceptional interpersonal skills – capable of setting performance standards, exhibiting mature judgment, managing a team toward meeting and exceeding objectives, as well as the ability to establish effective working relationships with senior leadership and staff and physicians at all levels. 
  • Exceptional planning and innovative thinking skills with proven implementation skills and the capacity to advance a strategic plan through systematic and progressive implementation.
  • Operational management expertise including exceptional human resources, organizational development, quality improvement, change management and planning and utilization.
  • Visionary and ability to think and lead strategically as well as drive and implement change effectively. 
  • Sensitive to diverse cultures and ability to recognize and manage divergent beliefs and interests.

Key Accountabilities and Performance Requirements at GGH

  • Active member of the Senior Leadership Team, and works creatively and collaboratively to achieve GGH’s overall Mission, Vision and Values.
  • Oversees the strategic direction and operational performance for portfolio. 
  • Develops, implements and evaluates goals and objectives within the portfolio that promote the hospital’s strategic plan aligned with the G&AOHT. 
  • Enables teams to enhance the achievement of metrics that support continuous performance improvement
  • Inspires teams to achieve exceptional service through the provision of high quality standards and continues to evolve a system of internal controls which provide assurance that operations are effective and efficient, and in compliance with applicable legislative, regulatory and best practice requirements.
  • Collaborates strategically with community partners to create new and innovative strategies that promote integration among the G&AOHT partners.
  • Builds on the successful GGH culture and positive work environment that is reflected by respect and trust for all, collaboration and creativity.
  • Facilitates and encourages teams to explore and generate innovative and creative practices to improve quality, increase access and develop a high functioning system of care. 
  • Creates high performing teams through a focus on people development and collaboration. Serves as a coach and mentor to emerging leaders. 
  • Ensures the continuous development of direct reports through leadership development, education, mentoring/coaching, accountability, and performance management.
  • Maintains and fosters collaborative and effective relationships/ partnerships with hospital leadership, colleagues, direct reports, internal and external partners.
  • Acts as a change agent and supports staff in embracing change management.
  • Engages key stakeholders in any change processes; demonstrates an understanding of the impact on both internal and external stakeholders and manages risk and benefits accordingly.
  • Interacts with Board of Directors, senior leadership team members, G&AOHT, physicians, hospital leadership, staff, volunteers, government ministries and agencies, health community partners, peer organizations, related associations and consultants/ suppliers.
  • Actively participates and contributes as a member of various internal and external committees. 
  • Provides advice and communicates to the senior leadership team and G&AOHT Steering Committee, trends, issues and concerns related to functions. 
  • Keeps a pulse on the most innovative people practices.
G&AOHT Human Resources Executive Lead - Key Accountabilities 

  • Contributes to the development of a shared Vision and Strategic Plan. 
  • Develops and leads common people-centered system goals, action plan and measures aligned with the G&AOHT strategic plan including change management. 
  • Plays a vital role in the development of a high performance culture aligned with the G&AOHT values. Fosters the creation of a highly engaged OHT member staff team with a shared sense of culture and identify, who are committed to a shared OHT vision. 
  • Functions as a trusted advisor to the Steering Committee and assists in talent and succession planning strategies including leading the development of scalable professional development programs that support growth and promote career progression.
  • Provides executive leadership/oversight to G&A OHT activities requiring human resource transitions, integrations and innovative models. 
  • Supports the Diversity and Anti-Oppression initiative.
