Evaluating program planning using an equity framework

To plan for an expansion of healthcare services in newly developed neighbourhoods, a planning initiative was conducted to better understand the needs of the population. Ensuring equity of care was identified as a priority for this initiative. To evaluate how closely the planning adhered to the principles of health equity, we applied Ontario Health’s Equity, Inclusion, Diversity, and Anti-Racism Framework to determine which areas of action were successfully addressed, and which areas of action require further focus. Using this framework helped identify areas where the principles of equity were well addressed, as well as pointing to additional areas where further efforts are required. Healthcare organizations must take a leadership role in advancing health equity by planning, delivering, improving, and advocating for the services and systematic changes that will allow its local community members to realize their highest attainable standard of health. Using such a framework can help develop strategic approaches to advancing equity.

Corey Bernard, Director, Equity, Inclusion, Diversity, and Anti-Racism, Ontario Health

Corey Bernard is the Director of Equity, Inclusion, Diversity, and Anti-Racism at Ontario Health. Corey has many years of experience leading the development and implementation of equity-advancing strategies into health care organizations at multiple levels of the Ontario health system, including the Mississauga Halton Local Health Integration Networks (LHIN), Health Quality Ontario, North York General Hospital and other community hospital settings. Corey is a strong advocate for community-based organizing and engagement and is committed to serving community by increasing equity and justice. Some of Corey’s volunteer-member affiliations include The Anti-Racism External Advisory Group for the National Collaborating Centre for Determinants of Health (NCCDH), The Black Health Equity Working Group, and The Black Experiences in Health Care Symposium Planning Committee (2017 and 2020).

Carie Gall, Director, System Strategy, Planning, Design & Implementation (Health Equity), Ontario Health Central Region

Carie Gall is the Director for the Equity & Priority Populations team at Ontario Health Central region.  Having led many portfolios in health system planning over the last decade, Carie’s pandemic role focused on ensuring an equitable pandemic response for communities in greatest need including First Nations, International Agricultural Workers and people with disabilities.  In Central region, she was responsible for leading the High Priority Community Strategy which included 10 of 17 communities identified across the province.  Carie approaches health system planning with a spirit of team collaboration with partners to address the barriers in the system.  She enjoys out of the box, creative solutions and is committed to addressing systemic barriers in the healthcare system that create inequitable health outcomes.

Neil Shah, Chief Executive Officer/Executive Director,  North York Family Health Team

Neil Shah thrives working in new and undefined areas to build strategy, teams, resource plans and infrastructure to achieve an envisioned state. He champions diversity and equity. His experience includes academic and community hospitals, government agencies, and health and social service organizations. Currently, he is the Chief Executive Officer/Executive Director for North York Family Health Team, an academically-focused practice with offices across North York Central neighbourhoods. He is currently on the Board for the Association of Family Health Teams of Ontario (AFHTO) and the Access’s Alliance Multicultural Health and Community Services.

Rahul Tiwari, Project Manager, Queen Square Family Health Team

Rahul Tiwari currently works as a Project Manager for Queen Square Family Health Team, located in his hometown of Brampton, Ontario. In this role, Rahul has worked collaboratively within an interdisciplinary team of healthcare professionals and with regional partners to deliver community-driven initiatives. In addition, Rahul is currently enrolled in the Primary Care Paramedic program at Niagara College. Rahul is committed to using his experiences and skills to serve his community and to advocate for the structural changes that will allow people to lead healthy and happy lives.
