Refreshing the LEADS in a Caring Environment Framework

The LEADS in a Caring Environment framework, published in its final form in 2009, has served as a cornerstone for leadership development in Canadian healthcare. However, the dynamic nature of the healthcare landscape necessitates a thorough review and revision of this framework. The intent of this project is to refresh the LEADS framework, aligning it with the best and most current global leadership practices while adhering to Canadian values and healthcare needs. This initiative seeks to ensure that the framework remains relevant, effective, and a guiding resource for health leaders across Canada.

Background

The Canadian College of Health Leaders (CCHL), the Canadian Health Leadership Network (CHLNet), and LEADS Global are collaborating to update the LEADS in a Caring Environment leadership capabilities framework. Recognized as the preferred leadership framework for approximately 80% of Canadian health organizations that use a framework for that purpose, LEADS has been pivotal in guiding leadership development and accountability. Given the challenges intensified by the COVID-19 pandemic, including demands for social reform, climate change, and equity in healthcare delivery, the necessity for a refreshed framework is urgent.

Using an action research methodology, this project will involve diverse research participants, including LEADS users, authors, and scholars. A comprehensive approach—incorporating literature reviews, interviews, focus groups, surveys and other approaches—will ensure the framework reflects contemporary leadership standards. The formation of a 12-member Working Group of practitioners and academics will provide ongoing guidance and expertise throughout the process.

Key Messages

  1. Steering Group Commitment: The LEADS Refresh Steering Group, comprised of representatives from CCHL, LEADS Global, and CHLNet, recognizes the shifting context of healthcare leadership. They aim to articulate the qualities necessary for 21st-century leadership in Canada, aligning the framework with contemporary challenges and emerging needs in the sector.
  2. Framework Relevance: Since its inception in 2006, the LEADS framework has provided a foundational structure for leadership within Canadian health organizations. In light of evolving challenges such as workforce retention, aging populations, and systemic inequities, it is imperative that the framework be updated to encompass the skills and competencies required for today’s healthcare leaders and the 21st century health system.

Objectives

  1. To articulate, in a simple yet cogent, accessible and concise manner, 21st-century healthcare leadership practices and capabilities that are based on empirical, experiential and emerging evidence.
  2. To review the current content of the Canadian LEADS in a Caring Environment capabilities framework and ensure its language reflects the research-based leadership capabilities so identified to begin ensuring that evidence becomes linked to practice and policy.
  3. To sustain and grow the existing support for and use of the newly refreshed LEADS framework by health organizations and individuals within the Canadian Health System and, where applicable, internationally.

Methodology

Adopting an action research methodology is essential for this project due to its adaptive and collaborative nature. This approach will facilitate rigorous data collection and actionable insights, fostering cycles of action research characterized by planning, acting, reflecting, and evaluating. As defined by researchers, action research allows participants to collaboratively explore real problems, enhancing their understanding and guiding them toward effective solutions.

Deliverables

  • Revised LEADS Framework: A contemporary, updated LEADS in a Caring Environment capabilities framework that addresses current social, economic, and industry-related leadership challenges.

Q&A – LEADS Framework Refresh Project

What is the LEADS in a Caring Environment framework, and why is it being refreshed now?

The LEADS in a Caring Environment framework, established in 2009, serves as a foundational guide for leadership development in Canadian healthcare. Given the evolving challenges in healthcare, including those highlighted by the COVID-19 pandemic, we believe it is essential to refresh the framework. This update will align it with contemporary leadership practices and ensure it meets the needs of today’s healthcare environment.

Who is involved in the refresh of the LEADS framework?

The refresh project is a collaborative effort led by the Canadian College of Health Leaders (CCHL), the Canadian Health Leadership Network (CHLNet), and LEADS Global. A 12-member Working Group of practitioners, academics, and subject matter experts will provide guidance and expertise throughout the process.  The Mitacs Elevate Postdoctoral Fellowship Program has provided funding for Phil Cady to conduct this work in partnership with Royal Roads University.

What are the primary objectives of the LEADS framework refresh?

The main objectives include articulating 21st-century healthcare leadership practices, reviewing and updating the current framework’s content to reflect evidence-based practices, and sustaining support for the refreshed framework across Canadian health organizations.

How will the refresh process be conducted?

We will utilize an action research methodology, which involves rigorous data collection and a collaborative approach. This will include literature reviews, interviews, surveys, focus groups, and workshops with diverse stakeholders to ensure comprehensive input and feedback.

What specific deliverables can we expect from this project?

Key deliverables will include a revised LEADS framework, updated leadership development programs, a research report summarizing findings, new brochures and support materials, conference workshops, engaging social media content, publications, and a PowerPoint summary of the overall process.

How will the refreshed LEADS framework impact healthcare leadership in Canada?

The refreshed LEADS framework will provide a contemporary guide and a shared language for healthcare leaders, enhancing their ability to navigate the complexities of today’s healthcare system. It will promote shared understanding and expectations for leadership, improve health system performance, and advance transformation efforts.

How can organizations and individuals stay informed about the refresh process?

Organizations and individuals can follow updates through the LEADS refresh page on the College’s web site and social media channels, where we will share progress, insights, and opportunities for engagement. We encourage participation in upcoming discussions to contribute to the refresh process. Contact information will be provided on this page.  CHL Net and LEADS Global will also share updates on their platforms.

What values underpin the LEADS framework refresh project?

The project is grounded in values such as high-quality leadership for health equity, clear articulation of leadership qualities, inclusivity, evidence-informed practices, and collaborative engagement. We are committed to ensuring that diverse voices are heard and integrated throughout the process.

Will there be opportunities for public involvement in this process?

Yes, we encourage public involvement through various channels, including focus groups and workshops in a variety of settings such as conferences, including the CCHL National Conference. This engagement will allow stakeholders to share their experiences and insights, which will be instrumental in shaping the refreshed framework.

When can we expect the updated LEADS framework to be released?

We aim to complete the refresh process and release the updated LEADS in a Caring Environment framework by the end of 2026. Regular updates will be provided throughout the process to keep all stakeholders informed. Throughout the process, updates will be provided on the LEADS refresh page on the CCHL web site.
